The Renewable Energy Authority Launches the First Legislative Path to Regulate Libya’s Renewable Energy Sector During a High-Level National Workshop in Tunis

In a step reflecting a qualitative shift in the trajectory of Libya’s energy policies, the high-level national workshop to review and discuss the draft Renewable Energy Law in Libya was launched on Thursday, 18 December 2025, in Tunis, the capital of Tunisia. The workshop was organized by the Renewable Energy Authority in cooperation with the German Agency for International Cooperation (GIZ).

This two-day workshop represents the culmination of a national process led by the Renewable Energy Authority in partnership with various relevant stakeholders, aiming to establish the first comprehensive national legal framework regulating the renewable energy sector in Libya, after years of legislative vacuum that limited the optimal utilization of the country’s vast natural potential, particularly in solar and wind energy.

In his opening speech, the Chairman of the Board of the Renewable Energy Authority emphasized that the workshop is not merely a technical meeting or a formal procedure, but rather an official announcement marking the launch of the legislative path to adopt Libya’s first integrated national law on renewable energy. The law aims to keep pace with the rapid global transformations in the energy sector and positions Libya among countries seeking gradual independence from fossil fuels and the establishment of a modern, sustainable energy system.

He stressed that the upcoming law will serve as a cornerstone for building an energy system capable of attracting investments, enhancing the stability of electricity supply, and supporting the national economy, thereby strengthening energy security and serving sustainable development goals.

The workshop witnessed high-level participation from officials, decision-makers, and legal experts, alongside a distinguished group of national and international consultants and specialists in renewable energy legislation and policies, reflecting a broad national consensus on the strategic importance of this issue.

Discussions focused on a comprehensive review of the draft law’s provisions to ensure clarity of authorities, strengthen principles of governance and transparency, and create an investment-friendly legislative environment, aligning the law’s provisions with national policies and sustainable development goals.

Participants emphasized that the absence of a legislative framework has been the main obstacle to developing the renewable energy sector since the establishment of the Authority. They considered this workshop as the actual starting point to break the stalemate, begin a new phase based on institutional planning, and open the door for the private sector to contribute to the development of this vital sector.

The workshop concluded on the evening of Friday, 19 December 2025, with the approval of the draft law and its referral to the competent authorities for final ratification, recognizing its active role in diversifying energy sources, reducing reliance on fossil fuels, creating quality job opportunities, lowering carbon emissions, enhancing economic stability, and contributing to addressing the challenges of climate change
