A Strategic Partnership Driving the Energy Transition in Libya between Renewable Energy and the National Oil Corporation.

Date: March 4, 2026

In implementation of the adopted National Strategy for Renewable Energy and Energy Efficiency, and in line with the State’s vision for a comprehensive and sustainable energy transition, Eng. Aseel Younes Artima, Acting Chairman of the Board of the Renewable Energy Authority of Libya, and Eng. Masoud Suleiman Mousa, Chairman of the Board of the National Oil Corporation, signed a strategic memorandum of cooperation on Wednesday, March 4, 2026, at the headquarters of the Corporation in Tripoli. The memorandum establishes an advanced phase in the path toward renewable energy transition and the enhancement of sustainability within the national energy sector.

The memorandum aims to establish an effective institutional framework for an integrated partnership between the oil and gas sector and the renewable energy sector. This will be achieved through the implementation of joint projects within oil institutions and facilities—particularly in the field of solar energy—in order to support the reliability of energy supply, strengthen energy security, reduce carbon emissions, and limit the sector’s environmental footprint, in alignment with international best practices in sustainability and energy transition.

Both parties emphasized that this step reflects a firm commitment to unifying efforts and coordinating policies within a long-term vision that will pave the way for launching qualitative national partnerships supporting the energy transition path, while reinforcing Libya’s position within the regional and international energy landscape.
