Eng. Mahmoud Abdullah Al-Qallai, Board Member of the Renewable Energy Authority, participated in meetings held in Berlin, Federal Republic of Germany, on Monday, 16 December, and Tuesday, 17 December 2025.
The first meeting was held at the Federal Ministry for Economic Cooperation and Development, focusing on projects implemented in collaboration with the German Agency for International Cooperation (GIZ), as well as reviewing future projects targeted for 2026.
During his intervention, the Board Member reviewed the key achievements in cooperation with GIZ, particularly the adoption of an integrated strategy for governance and institutional systems based on principles of transparency and proper infrastructure preparation, contributing to the development of laws and regulations governing investment in the field of renewable energy.
He also emphasized the Authority’s commitment to implementing an internal auditing and review system to ensure engineers fully benefit from the training programs provided, especially in the areas of site preparation for establishing solar and wind farms, including measuring solar radiation levels and conducting geotechnical soil studies, as well as enhancing their ability to utilize digital applications for planning and technical studies.
The first meeting concluded with the signing of a Memorandum of Understanding confirming the continuation of cooperation and providing technical support to the Renewable Energy Authority (REAOL) until the completion of the agreed-upon tasks and targets.
During the meeting with the State Minister (Deputy Foreign Minister and Member of Parliament), Ms. Kofler, it was emphasized that continued cooperation with GIZ is essential to complete the targeted projects until the adoption of laws governing investment in renewable energy projects, helping to enhance investor confidence and create an attractive investment environment.
The second meeting was held at the German Ministry of Foreign Affairs, attended by a ministry representative and the Director of the Cooperation Office responsible for Libya, and focused on discussing a number of general issues. The head of the Libyan delegation, Mr. Ashraf Al-Taib, addressed these topics in a detailed discussion, stressing the importance of joint efforts to serve the mutual interests of both countries and strengthen bilateral cooperation frameworks
