The Ministry of Economy and Renewable Energy Authority Discuss Financing Mechanisms for the First National Clean Electricity Generation Project

A meeting was held at the headquarters of the Ministry of Economy and Trade, bringing together the Minister of Economy and Trade and the Chairman of the Renewable Energy Authority, in the presence of the Chairman of the Holding Company for Renewable Energy, the company's General Manager, and a number of officials and specialists. During the meeting, the Renewable Energy Authority presented several strategic projects. The participants also discussed mechanisms for financing renewable energy projects and the associated exemptions by creating investment and public subscription opportunities for the private sector and citizens. The meeting further addressed ways to strengthen cooperation among the relevant entities to establish a supportive legislative and regulatory framework that would help attract investments and enhance the contribution of the renewable energy sector to economic development. The Holding Company for Renewable Energy announced the commencement of discussions to establish a Special Purpose Vehicle (SPV) to develop a strategic renewable energy project for electricity generation with a capacity of 100 MW, with estimated investments amounting to LYD 500 million. The project aims to contribute to strengthening energy security and diversifying electricity generation sources through the development of a modern power plant and its connection to the national electricity grid in accordance with internationally recognized technical and environmental best practices. The meeting also reviewed the proposed financing mechanisms for the project, including the issuance of investment Sukuk for public subscription, with the objective of broadening national participation in infrastructure and sustainable energy projects while enhancing the role of the private sector and the capital market in financing development projects. The participants emphasized the importance of expediting the completion of the related regulatory and administrative procedures, foremost among them the determination of the feed-in tariff for electricity generated from renewable energy sources to be purchased by the national electricity grid. This is considered one of the key prerequisites for completing the project's economic and financial feasibility studies and attracting investors and financing institutions. This project comes within the framework of the national strategy to increase the share of renewable energy in Libya's energy mix and capitalize on the country's significant solar energy potential, thereby contributing to reducing production costs and achieving long-term economic and environmental sustainability.
